Summary of Vermont Graduated Licensing Law

Vermont has a three stage licensing process for minors.
  1. Learner’s Permit (at least age 15) We recommend our Driver Ed in a Box® to use during the Learner stage. Shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.).
  2. Junior Operator’s License (at least age 16)
  3. Operator’s License (at least age 18)
Teens want to know how to stay out of collisions!
Today’s teens do not just want their license; they want to be good collision-free drivers. They know the risks. Virtually all have friends who got a license and were involved in a collision in the first four weeks. Most teens have lost classmates due to fatal collisions.
Driver Ed in a Box® Certificate of Completion!

Our product now includes both the Interactive CD-Rom Version and the Textbook Version for one low price.  You may use either version to complete the course at your own pace.

Teens want to know "why" the things you ask them to do will work. When you complete the full course you get a Certificate of Completion. Take this to your insurance agent. It varies state by state and by insurance company, but you may receive an insurance discount.
Using the full course your teen will learn why each step is important while learning the collision-free HABITS that make you a better driver. The full course also includes a section on Social & Consumer Issues. This includes how alcohol and drugs as well as emotions and attitude affect driving performance. Also covered are vehicle ownership (buying, leasing, insuring, and maintaining).

Learner’s Permit Junior Operator License Operator’s License
At least age 15 At least age 16 Age 17

Requirements
Clear driving record for previous 2 years.

Pass vision & knowledge tests.

Parent/guardian signature under 18.

Restrictions
Accompanied in front seat next to driver by:

  • Licensed & unimpaired parent/guardian.
  • Licensed or certified driver education instructor.
  • Licensed & unimpaired individual at least 25.

Requirements
Hold Learner’s Permit minimum 1 year.

Complete minimum 40 hours supervised behind-the-wheel practice, including at least 10 hours at night.

Have maintained a clean driving record for the previous six months.

Parent/guardian signature under 18.

Pass driving test.

Restrictions
Passengers limited to number of safety belts.

May not transport passengers for hire.

1st 3 months
Must drive alone unless supervised as if on Learner’s Permit.

2nd 3 months
May transport family members in front seat.

1st year (or age 18, if comes 1st)
May not operate vehicle in course of employment.

Requirements
Clear driving record during previous 6 month period.
